excess expenditure was subsequently covered by an

Advance Warrant authorising the sum to be advanced

from the surplus balances of the Colony during

the year 1930 pending re-imbursement from a future

loan. Legislative authority for this procedure was

duly given, but as far as I am aware the Secretary

of State's sanction has not yet been obtained.
